Ukraine launches Civil Anti-Corruption Platform with open Integrity Manifesto

Initiative complements anti-corruption institutions with civic influence On February 25, 2026, the Association for Innovative and Digital Education (AIDE) announced the launch of the Civic Anti-Corruption Platform, an open digital initiative that unites citizens around the principle of zero tolerance for corruption and provides practical tools for ethical behavior in everyday life.
The platform is designed to help everyone make honest and lawful decisions in any circumstances, both in their professional activities and in everyday situations.
Transparency and integrity are the foundation for Ukraine's recovery and a key prerequisite for European integration. With international financial assistance on the rise, accountability and transparency in the use of funds are particularly important for maintaining the trust of citizens and international partners.
According to the latest survey by the SOCIS Center, over 90% of Ukrainians rate the level of corruption in the country as high or very high. This indicates a deep public demand for systemic anti-corruption solutions.
The creation of the Civic Anti-Corruption Platform is a response to this demand and a step towards the formation of a mature civic position.
The Association for Innovative and Digital Education (AIDE) notes:
«Corruption remains a serious challenge to the development of the state. That is why we have launched a systematic project aimed at forming a community of people who support the principle of zero tolerance for corruption and a culture of integrity. We are convinced that change begins with each person's personal choice — in particular, with the refusal to participate in practices of unlawful remuneration, even in everyday situations. After all, as we know, cleanliness is not where people clean, but where they do not litter. It is precisely this behavior that gradually reduces the space for corruption to exist».
The first step — Integrity Manifesto
The Platform presents the Integrity Manifesto — a voluntary public commitment by citizens, which stipulates:
Not to offer or accept bribes.
Not to ignore cases of corruption offences.
Supporting the principles of integrity in professional and personal environments.

In its first year, the team plans to:
build an active community of like-minded people;
integrate the Platform's tools into the educational environment;
launch a series of public events;
get 100,000 proactive citizens to sign the Manifesto.
The long-term goal of the initiative is to reduce public tolerance for corruption in everyday life and to make a culture of lawful behavior the norm. More about the Platform
The Civic Anti-Corruption Platform combines information and navigation services that help you operate exclusively within the legal framework:
a selection of government services that minimize the need for personal contact with officials;
access to key regulatory documents;
educational courses on combating corruption and protecting rights;
contacts for anti-corruption agencies, civil society organizations, and the media;
access to hotlines for reporting possible cases of corruption.
Practical application
The platform is geared toward specific real-life situations. In the event of extortion, users can find a clear algorithm of actions, obtain information about legal ways to resolve the issue, use government services, or contact the relevant anti-corruption agency through verified contacts.
Thus, the initiative combines an educational component with practical response tools. Uniqueness of the initiative
Unlike state anti-corruption agencies and public initiatives that focus on investigating violations, the Platform focuses on the preventive formation of a culture of integrity through education, digital tools, and voluntary public commitments by citizens.
The initiative aims to bring about systemic change, starting with the personal behavior of each individual.

Its further development involves systematic interaction between citizens who join the Integrity Manifesto.
Also in the future:
development of regional community interaction;
expansion of educational programs;
creation of an Integrity Rating;
integration of anti-corruption modules into educational initiatives;
holding public discussions on the formation of a culture of integrity.
